Derek has provided legal advice for more than 22 years on project finance, electricity, oil&gas and PPP. He advised the Mexican Federal Government on the adoption and implementation of the PFI in Mexico and state governments on passing new PPP legislation. He advised the Energy Ministry on the power sector reform, including the drafting of the current market rules, the implementation of the Wholesale Electricity Market, the restructuring of CFE, the design and implementation of the long-term auctions, and the clearing-house mechanism for agreements awarded in those auctions. He currently advices key players in the power sector, including CENACE, public and private generators, qualified suppliers, marketers and large consumers, as well as banks, pension funds, equity funds and other investors.
