Mr. Rosenberg is a Partner with over 25 years of experience in administrative law, regulation, and litigation in transportation and energy, including railroad and electric power matters and analysis of damages and other economics issues. Mr. Rosenberg has represented shippers in rate cases and rulemakings at the Surface Transportation Board, including proceedings involving the railroad cost of capital and productivity, and in other disputes, negotiations, and contract administration matters. He has also represented clients at FERC.
