Practice Areas

As a founding partner and chair of the Executive Committee, Mona Zulficar oversees the operations of the Firm’s six specialized departments assisting clients in various practice areas. A practicing attorney for more than 30 years, she is a specialist in major financial, industrial, and commercial transactions and has negotiated, drafted, and concluded all the major contracts required by some of the most important joint venture businesses in Egypt. Involved in major credit, project finance, restructuring of companies, as well as M&A transactions, she is particularly recognized for handling ground breaking and precedent transactions. These include the first Egyptian three BOOT Power Plants in 1998 and 2002, the first GSM Telecom Concession to MobiNil in 1998, the first commercial aircraft mortgage financing for Egyptair in 1989, the first GDR issue and listing on the LSE for CIB in 1996, the first leverage buyout of Helwan Cement Company on behalf of ASEC Cement in 2005, the first subordinated bond issuance for MobiNil (currently Orange Egypt) in 2005, the first PPP for Orasqualia related to the Cairo Wastewater Project in 2010, the first demerger of Orascom Telecom (OT) in 2012, the first dual listing for Orascom Construction on NASDAQ Dubai and the EGX in March 2015, the first sale of retail business for Citibank in 2015, the first major Repo Transaction based on GMRA for a group of international banks with the CBE in 2016, and the first successful FIT Program for the Egyptian Electricity Transmission Company in October 2017, to establish the largest solar park in a single site in the world of 1600 MGW upon construction in Benban, Aswan.

Career

Founding Partner and Chairperson of the Executive Committee, Zulficar & Partners Law Firm, June 2009 to date; Partner and Senior Partner at Shalakany Law Office from 1978 until May 2009. Chairperson (Non-executive), Board of Directors, EFG Hermes Holding, SAE 2008-2017. She has played and continues to play a key role in developing and drafting new economic legislation as adviser and member of national drafting committees on important laws, such as the Investment Law, the Telecom Law, the Companies and Capital Market Laws, the Special Economic Zones Law and the Banking Law. As a member of the Board of Directors of the Central Bank of Egypt, she was directly involved in the ambitious institutional and regulatory reform program of the banking sector during the period 2003-2011. Complementing her professional activities with a commitment to community activism, she has been an active advocate for human rights and women’s rights in Egypt and internationally. Elected in September 2015 chairperson of the first Egyptian Microfinance Federation, as she founded and chairs Al Tadamun Microfinance Foundation providing micro-credit to poor women since 2000 and Women’s Health Improvement Association in Cairo since 1990. Among many other awards, in 2009, she received la legion d’honneur from the President of France for her significant professional role in concluding landmark commercial and financial transactions between Egypt and France and for her achievements in the field of human rights. She also received in 2010 an honorary Ph.D. from the Faculty of Law, University of Zurich for her achievements, particularly regarding women’s rights.
