Practice Areas

Artur Rokhlin is the head of Competition Law practice at Infralex. Apart from that area, he provides top-notch legal expertise in Public-Private Partnership (PPP), Corporate Law, Contract Law, Civil and Arbitration Procedure. In the last year Artur represented the interests of JSC Federal Freight Company (FFC) - the part of JSC Russian Railways and the leading freight operator- in the well-known dispute with the Federal Antimonopoly Service (FAS).

Professional Memberships

In 2001 Artur was admitted to the bar (Russia) in 2000. In 2007 he participated in creation of the non-commercial partnership “Advancing Competition” (now – Competition Experts Association), carrying out expert activities. From 2011-2013 he participated in the activities of the NP “Advancing Corporate Law,” and formulated proposals for the modernization of the Civil Code of the Russian Federation.


From 2000 to 2013 Artur worked for a major Russian law firm and became a partner there in 2006. Since 2014, he has been a partner at Infralex where he specializes in legal strategies design for complicated cases in antitrust law. In 2015 Artur was awarded the State medal "For Merit to the Motherland" for the effective practice of application of the Antimonopoly law and active role of the policy-making in the field of competition.


Artur is the author of the variety of articles for legal editions of “The International Comparative Legal Guide”, “The strategic view”, “Zakon”, “Corporate Lawyer”, “”, “Legal Insight” and business newspapers “Kommersant” and “Vedomosti”.


In 1996, Artur graduated from the law department of Lomonosov Moscow State University. In 1998 he finished his studies at the Russian School of Private Law, part of the Research Center of Private Law under the President of the Russian Federation, in the city of Moscow. Artur holds a master's degree in private law.
