Career: Mr. Barringer, a partner in the International Trade group, has been practicing international trade law for over 30 years. He represents numerous foreign governments, foreign companies, multinational companies, and trade associations in the full range of issues arising under U.S. trade law, bilateral and plurilateral agreements, and the World Trade Organization agreement.
Mr. Barringer’s practice includes defending foreign interests in trade remedy investigations (antidumping, countervailing duty, and safeguard investigations), bilateral disputes, disputes arising under free trade agreements, and disputes under the World Trade Organization dispute settlement mechanism. He has been involved in numerous disputes before the World Trade Organization involving trade remedies, market access, competition policy, investment policy, and matters arising under various of the other WTO agreements. He has also advised foreign governments on WTO negotiations (the Uruguay Round and the Doha Round), bilateral and plurilateral trade negotiations, as well as compliance with obligations under existing agreements. Mr. Barringer’s clientele includes government and private sector interests in China, Brazil, Vietnam, Japan, Canada, Thailand, Malaysia, Europe and the United States. He has been the lead attorney on dozens of trade remedy investigations and has represented clients in some of the most important trade disputes, including those involving steel, automobiles, film, textiles and various electronic products.
