Practice Areas: Samuel L. Feder is Co-Chair of Jenner & Block’s Communications Practice. Mr. Feder, who was formerly the General Counsel of the Federal Communications Commission (FCC), as well as a senior legal and policy advisor to two FCC Commissioners, represents cable, telecom, media and technology companies in a wide variety of matters including litigation, proceedings before regulatory agencies and transactions.

Career: Mr. Feder has represented clients on numerous significant matters before the FCC, including net neutrality and broadband classification. He has also litigated a range of cases, including those involving the compensation carriers pay to each other for carrying voice traffic, exclusive arrangements between cable providers and programmers, the regulatory classification of VoIP service and retention marketing. Additionally, Mr. Feder has worked on a number of important transactions, including Comcast-NBCU and CenturyTel-Embarq. As the FCC’s General Counsel from 2005-2008, Mr. Feder advised the Commission on all significant decisions before the agency, represented the FCC in litigation on numerous matters, and participated in decisions on some of the most significant telecom mergers and acquisitions in history, including the SBC/AT&T, Verizon/MCI and AT&T/BellSouth transactions.
