Practice Areas: Tom Skinner has more than 25 years experience in environmental litigation, federal and state civil and criminal enforcement matters, regulatory and permitting issues, and counseling, including response to environmental and corporate crisis situations. Tom previously held a series of high-level governmental positions, including as acting Assistant Administrator for Enforcement and Compliance at the U.S. EPA and as the Director of the Illinois EPA. Tom's practice also has included such high-profile general litigation matters as the impeachment trial of the chief justice of the Illinois Supreme Court and legislative redistricting litigation before the federal district court.
