Practice Areas: Mr. Leslie specializes in energy regulatory litigation and utility/ administrative law, focusing in natural gas and electricity regulation, including the regulatory structures for renewable energy procurement and greenhouse gas emissions reduction programs. He represents energy producers, consumers and marketing and trading companies in proceedings before state and federal agencies addressing barriers to competition, compliance and enforcement of regulatory requirements, ensuring access to utility infrastructure, rate and service disputes and challenges to anti-competitive utility practices.
