Projects: Thailand

Managing partner Stephen Jaggs brings to the team an impressive depth of experience in project and structured financing across the region. Peers particularly note his negotiation strength. In addition to being sponsors' counsel on the well-publicised Xe-Pian Xe-Namnoy hydroelectric power project, he also acted as English and Thai counsel to KEPCO and others on the development and financing of the Nam Ngiep 282 MW hydropower project. 

Thomas Brown won plaudits for his keen knowledge of the South-East Asian market, and for his solid foothold in the Thailand market. He is best known for his finance expertise and is identified as a particularly intelligent, talented and personable lawyer.

Albert Chandler is a veteran practitioner on the Thailand projects scene. Sources say he is "truly plugged into the nature of the local market."

Jessada Sawatdipong is well regarded by Thai lenders, and is described by sources as "a go-to practitioner who puts in the effort." He played a key role when the firm acted for Kasikornbank and Siam Commercial Bank, the lenders on the Korat wind farm projects in Nakhon Ratchasima province. 

Edward Koehler's formidable accumulated experience covers a range of areas, including energy and telecommunications projects. Sources say he is an intelligent and articulate drafter. In the past year he acted for Cyrq Energy on its power purchase arrangements for a 100 MW geothermal plant and steam field in Indonesia. 

James Bradley is known for his developers side work in construction projects. His key highlights from the past year include jointly advising a major Philippines IPP on a USD476.9 million refinancing of an Eximbank-backed term debt, US bonds and Philippine notes. 

This firm offers the expertise of a team on the ground in Thailand, as well as the additional resources offered by its offices in Singapore and across the South-East Asia region. In the past year the Thailand team acted for Gulf JP NS on the construction and development of a gas-fired power plant project, valued at USD1.2 billion.

Singapore-based Chin Chew is described by sources as "logical and creative." His wealth of in-house experience ensures a clear business acumen and pragmatic approach in his work. He frequently advises Thai clients on the financing of major infrastructure and energy projects. 

Also based in Singapore, James Huang has a breadth of experience in the region and a particular focus on the financing side of projects work, though his restructuring expertise also stands out. Sources note his diligent and commercially savvy approach.  

Chaipat Kamchadduskorn is noted for his finance-related expertise and familiarity with energy projects. In the past year he advised Krung Thai Bank on the USD227 million financing of a Navanakorn Electric Company power project. 

Chiridacha Phungsunthorn is highly regarded for his work on projects and project financing in Thailand, Laos and Cambodia. The Bangkok-based practitioner has been a key figure in the firm's work on hydropower projects in Laos. He has great expertise in energy law and has acted for numerous Thai and international energy clients.

Weerawong Chittmittrapap is the key contact for this firm, which brings its corporate expertise to bear to hold its own on the projects scene. Renewable energy projects such as wind and solar plants are a specialism, while clients also laud the team's diligent and responsive service.

Affectionately known to peers as "Mr Thai Solar and Wind," Joseph Tisuthiwongse has a wealth of experience working on renewables projects. Recent highlights include advising on three Korat solar power projects, each valued in the region of THB500 million. He also advised Kasikornbank on the THB1.16 billion project financing of an 8 MW solar project in Saraburi province.

"One of the cream of the crop," Wilailuk Okanurak continues to impress peers and clients. A driven and professional practitioner, she is best known for her work on the financing side. Her recent work highlights include advising Thaicom on the acquisition, construction and launch of the Thaicom 6 satellite.

Key practitioner Cynthia Pornavalai has undertaken a variety of work in this field, and brings additional real estate expertise to the practice. Recent highlights include negotiating a memorandum of understanding with the Thai Ministry of Science & Technology on water management alongside Gragg + Associates, following the 2011 floods. 

Foreign Experts
David Doran of DFDL has recently worked on the Hongsa Mine Mouth Coal-Fired IPP, advising the Thai lenders as local counsel on the USD2.7 billion project. He is described by sources as "well versed in the region" and has experience of handling projects in Laos and elsewhere in Indochina.

Noted as a key practitioner across the region, Joseph Bevash of Latham & Watkins Gaikokuho Joint Enterprise in Japan is highlighted as having a no-nonsense approach and broad, deep experience of project matters. His recent work includes advising GMS Power on the 440 MW Nam Ngum 3 hydropower project in Laos. 
Bill McCormack brings to Shearman & Sterling a wealth of experience in the projects field, especially in the power industry. Peers agree he is an outstanding and switched-on practitioner. Based in Singapore, he commands enormous respect in Thailand and the region at large.
